Thungela Operations Proprietary Limited, a member of the Thungela Resources Limited Group (hereafter referred to as the Applicant) has submitted an application for a Production Right (PR) for coal bed methane (CBM) to the Petroleum Agency South Africa (PASA) in respect of an area located within the Lephalale Local Municipality, Limpopo Province, South Africa. This application was subsequently accepted. Exploration activities undertaken under an approved Exploration Right (ER) have identified a potentially viable and recoverable CBM resource. Based on these findings, the Applicant has applied to PASA for a PR to extract and produce (utilise) the CBM resource.

The Applicant proposes to develop the CBM resource within the PR area in a phased manner. A total of three production phases are envisaged to achieve full-field conceptual development, covering an overall surface area of approximately 134 155 hectares (ha). The first production phase will consist of 333 production wells, interconnected by a buried gas-gathering pipeline network that will convey gas to a centralised gas processing facility. This application relates solely to the first production phase. Should the remaining phases of the wellfield development proceed, additional permitting and licensing processes will be required at a later stage.

To optimise gas production, hydraulic stimulation of the target coal seams is proposed. Gas processing infrastructure will include compression and liquefaction facilities to enable the production of Liquefied Natural Gas (LNG), which will be transported off-site by road. The anticipated production lifespan of the project is approximately 30 years, with Phase 2 commencing once all requisite approvals and licences have been obtained.

The full PR application area comprises 224 farm portions and covers approximately 134 155 ha. The first production phase, which constitutes the Environmental Assessment (EA) application area, represents a smaller portion of the broader PR area and is the focus of this Environmental Impact Assessment (EIA) and application for Environmental Authorisation (EA). The EA application area includes 20 farms and extends over approximately 20 443 ha. Both the PR and EA application areas are located within the Lephalale Local Municipality and the Waterberg District Municipality in the Limpopo Province. The EA application area is situated approximately 14 km northwest of Lephalale town, 5 km north of Marapong, and approximately 11 km northwest of Onverwacht. The locality map appended to this report illustrates the spatial extent of the proposed project.

The Applicant has appointed Environmental Impact Management Services (Pty) Ltd (EIMS) as the Environmental Assessment Practitioner (EAP). EIMS has been mandated to facilitate the required environmental authorization processes, including the statutory public participation process, and to compile and submit the documentation necessary in support of applications for the relevant environmental permits, licenses, and authorizations for the proposed project.
